Before European settlement, Shoal Bay was home to the Worimi people, who left behind shell middens and other cultural artifacts. In 1791, the British ship Salamander entered the bay, marking the beginning of European exploration. By 1820, a garrison at Soldiers Point was established to deter escaped convicts.
